SUBJECT:

SAN ONOFRE NUCLEAR GENERATING STATION, UNIT NO. 1 HYDROTESTING OF CCW SYSTEM RELIEF REQUEST (TAC NO. M84856)

By letter dated November 4, 1992, Southern California Edison (the licnesee) requested relief from the requirement to perform hydrostatic tests on portions of the Component Cooling Water (CCW) System. These hydrostatic tests are currently required by paragraph 4.7 of the Technical Specifications which referencesSection XI of the ASME Code. Your letter also proposed an inservice leak test at the nominal operating temperature and pressure of the system as an alternative.

The staff has reviewed and evaluated your request and the supporting information. Based on the information submitted we have concluded that the request for relief from the Code requirements is acceptable and is hereby granted. The staff's evaluations and conclusions are presented in the enclosed Safety Evaluation.
