"Amendment Application No. 207, Diesel Generator Automatic Start Capability in Modes 5 and 6, San Onofre Nuclear Generating Station, Unit 1," October 29, 1992 This letter clarifies applicability of surveillance requirements contained in Technical Specification 4.4.F for SONGS 1 diesel generators in Modes 5 and 6.

Additional information was requested by the NRC during a telephone conversation on December 15, 1992, to support the NRC review of our Amendment Application No. 207 (reference). Amendment Application No. 207 proposed deletion of diesel generator automatic start capability requirements in Modes 5 and 6 from the SONGS 1 Technical Specifications.

Paragraph F of Technical Specification 4.4, "Emergency Power System Periodic Testing," addresses the testing requirements for the diesel generators and the Safeguards Load Sequencing Systems. The surveillance test ensures operability of safeguards systems in response to a Safety Injection signal concurrent with a Loss of Power signal (SISLOP).

The tests described in Specification 4.4.F.1 are performed during the refueling interval, but are not applicable to operation in Modes 5 and 6 as there is no requirement for a SISLOP actuation in these modes.

Since SONGS 1 has been permanently shutdown, most of the equipment required to perform these tests is no longer considered operational.

The diesel load rejection testing described in Specification 4.4.F.2 was performed prior to the shutdown.

-2 The referenced amendment application will eliminate the need to perform the Specification 4.4.F.1 tests to verify automatic start capability of the diesel generators in January 1993 (as required by the current Technical Specifications).

The amendment application was not intended to remove the surveillance requirements for a permanently shutdown plant. We are currently preparing for submittal to the NRC a set of Permanently Defueled Technical Specifications to remove those requirements (including Specification 4.4.F) that do not apply to SONGS 1 as a permanently shutdown and defueled unit.
