Knighton (NRC) providing the San Onofre Units 2 and 3 120 day response to Generic Letter 83-28 Generic Letter 83-28 Section 2.2.2 requires all nuclear utilities to establish, implement and maintain a continuing program to insure that vendor information is (1) complete, current and controlled throughout the life of their plants, and (2) appropriately referenced or incorporated in plant instructions and procedures. As discussed in our responses to Generic Letter 83-28 (References 1 and 2), we participated in a Nuclear Utility Task Action Committee (NUTAC) formed through INPO to develop an industry consensus in the response to Section 2.2.2 through the development of guidance for use by utilities.
The NUTAC recommended approach to complying with Section 2.2.2 is documented in the report entitled, "Vendor Equipment Technical Information Program,"
which is provided in the enclosure. We have reviewed the NUTAC approach and endorse this approach for addressing Section 2.2.2. Accordingly, the following actions will be taken to implement the NUTAC approach.

May 31, 1984 NPRDS/SEE-IN:
We actively participate in the NPRDS and SEE-IN programs. Failures and problems are being reported on a timely basis.
This activity is timely, consistent, controlled and has provisions for future revisions to these programs. We intend to continue to upgrade and improve our participation in the SEE-IN program as appropriate.
Other Vendors:
As necessary, or beneficial, we seek assistance and Equipment Technical Information (ETI) from other safety-related equipment vendors.
Internal Handling of ETI:
Incoming ETI is processed to ensure appropriate engineering/technical review, evaluation and distribution. Key personnel receive prompt warning. ETI is incorporated in a timely manner. Appropriate ETI is cited in the reference section of operating or maintenance procedures.
As appropriate, ETI is incorporated into the performance section of the procedure and approved in the engineering, technical and quality review of the safety-related procedure.
Internal Handling of Vendor Services Those vendors providing safety-related services are approved/qualified suppliers of such nuclear safety-related services. Controls have been established to specify in procurement documents the requirements for appropriate approval.
These requirements include a technical and quality review cycle typical of, or equivalent to, other utility service, maintenance and repair procedures under the cognizance of an appropriate QA/QC program.
Review of existing internal programs and procedures, to ensure support of the NUTAC, will be complete prior to January 1, 1985.
B. Enhancements NPROS Enhancements to the NPRDS recommended by NUTAC will be incorporated.
Revisions to existing administrative programs or procedures and training will be accomplished to ensure a meaningful and effective implementation of the NPRDS program enhancements.
SEE-IN Enhancements to the SEE-IN program recommended by NUTAC will be incorporated.
Revisions to existing administrative programs or procedures or to training or other activities will ensure data reported to the SEE-IN program is complete

The recommended enhancements to NPRDS and SEE-IN will be incorporated and revisions included as appropriate by January 1, 1986.
