Mr. D. M. Crutchfield, Chief Operating Reactors Branch No. 5 Division of Licensing U. S. Nuclear Regulatory Commission Washington, D.C.

20555 Gentlemen:

Subject:

Docket No. 50-206 Proposed BNL Data Gathering Visits to Operating Reactors San Onofre Nuclear Generating Station, Unit 1 In your letter dated January 17, 1984 it was indicated that the NRC has contracted Brookhaven National Laboratory (BNL) to study occupational dose reduction at nuclear power plants. You requested that we participate in this study which consists of BNL individuals visiting San Onofre Unit 1 and obtaining the necessary data. As you may know San Onofre Unit I has been out of service since February, 1982. We are presently involved in extensive efforts with the NRC in order to return the unit to service. In addition, we are in the midst of completing start-up activities for San Onofre Unit 3. Our people which BNL will be contacting at the station are committed to the Unit 1 return to service and the Unit 3 start-up work. Under these conditions we are unable to support BNL in their study and respectfully decline participation in the program at this time.

If you have any questions regarding this matter, please let me know.

Very truly yours, R8402 PDR.ADOCK 0500o 13 P
