Dear Mr. Eisenhut:
Pursuant to the provisions of 10 CFR 50.12, Southern California Edison Company hereby requests exemption from the requirement for State and local participation in the annual emergency plant exercise scheduled for February 29, 1984 at San Onofre Nuclear Generating Station, Unit 2 as required by 10 CFR Part 50, Appendix E, Paragraph IV.F.
To date, the State and local governments have participated in three annual exercises in 1981, 1982 and the most recent on March 23, 1983. Each of these exercises has shown significant improvement by State and local governments over previous years with the March 1983 exercise receiving high marks from FEMA evaluators. By publication in the Federal Register of September 28, 1983 (48 Fed. Reg. No. 189, p. 44332) FEMA adopted a blennial exercise requirement for such agencies. In accordance with this requirement and citing their prior outstanding performance in prior exercises at San Onofre, we understand FEMA has indicated to the State and local agencies that they would not be required to participate in the scheduled exercise in 1984.
We had previously reviewed the proposed NRC rule on biennial exercises. However, since the rule has not been finalized to date, and inasmuch as the State and local agencies are of a mind that their participation is not required on February 29, 1984, we feel that it is prudent at this time to request this exemption in order that the exercise scope, objectives, and scenario can be properly prepared and submitted to reflect the appropriate level of participation.
