MEDFORD TELEPHONE MANAGER, NUCLEAR LICENSING (213) 572-1749 January 12, 1984 Director, Office of 'Nuclear Reactor Regulation Attention: 0. M. Crutchfield, Chief Operating Reactors Branch No. 5 Division of Licensing U. S. Nuclear Regulatory Commission Washington, D.C. 20555 Gentlemen:

Subject:

Docket No. 50-206 Generic Letter 83-28:

Required Actions Based on Generic Implications of Salem ATWS Events San Onofre Nuclear Generating Station Unit 1

Reference:

November 28, 1983 letter from M. 0. Medford to D. M. Crutchfield concerning the same subject The current status of our conformance with Generic Letter 83-28, and our plans and schedules to achieve full conformance, were provided in the reference. The purpose of this letter is to clarify our responses in the reference to Generic Letter 83-28 Positions 3.1, 4.2 and 4.5.

Our responses to Positions 3.1, 4.2 and 4.5 provided information concerning the San Onofre Unit 1 reactor trip breaker maintenance program. As discussed in these responses, the maintenance program was revised based on Westinghouse Technical Bulletin 83-02 in accordance with IE Bulletin 83-01.

By transmittal dated September 13, 1983, Westinghouse superceded the original version of Technical Bulletin 83-02 with Revision 1. In accordance with normal station practice, a review of Westinghouse Technical Bulletin 83-02 Revision 1 was initiated to determine the appropriate station response.

However, since this review was being conducted independently from our efforts related to Generic Letter 83-28, the reference does not address our review of Technical Bulletin 83-02 Revision 1. We would like to clarify that although at the time the reference was submitted the maintenance program was based on the original version of Technical Bulletin 83-02, we expect to refine and enhance reactor trip breaker maintenance as necessary, particularly in the 9401200219 840112 0
