Docket No. 50-206 Return to Service Plan Seismic Reevaluation Program San Onofre Nuclear Generating Station Unit 1 By letter dated December 23, 1983, we provided the details of our return to service plan for the seismic reevaluation program. As part of this plan, alternative acceptability criteria were developed to ensure that those structures and systems whose failure could cause an accident and/or whose function is required to obtain and maintain a hot standby condition will be available following a 0.67g earthquake. Specifically, Section 5.2 of the return to service plan identifies the acceptability criteria.
In order to assist the NRC staff in their review of the acceptability criteria, enclosed are example calculations which demonstrate how several of these criteria are being implemented. Piping system evaluations, which illustrate the use of higher damping and functionality criteria, are provided in Enclosures 1 through 3 for the main feedwater line (FW-04), the charging pump discharge (CV-13), and the charging pump suction (CV-12).
Structural evaluations, which illustrate the use of inelastic criteria for structural members, are provided in Enclosure 4 for two structural beams inside containment. An example pipe support evaluation will be provided by January 13, 1984.
It should be noted that these calculations are preliminary, in that they are still undergoing review by SCE and its consultants Impell Corporation and Bechtel Power Corporation. However, they are considered to be representative of how the acceptability criteria are being implemented.
