Docket No. 50-206 NRC IE Bulletin 83-06 San Onofre Nuclear Generating Station Unit 1 This letter provides the Southern California Edison (SCE) response for San Onofre Unit 1 to IE Bulletin 83-06:
"Nonconforming Materials Supplied by Tube-Line Corporation Facilities at Long Island City, New York; Houston, Texas and Carol Stream, Illinois.* Action Items 1 and 4 of this IE Bulletin 83-06 require that the lists of purchasing and receiving companies given in Attachments to this bulletin be reviewed, a determination be made whether any Tube-Line supplied ASME Code Section III materials have been furnished to San Onofre Unit 1, and a written report be submitted to the NRC Regional Administrator within 120 days of the date of this bulletin, which was issued on July 22, 1983.
SCE and our principal contractors, Westinghouse Electric Corporation (Westinghouse) and Bechtel Power Corporation (Bechtel) have conducted extensive investigations of purchase order files and other documents and found no evidence that any ASME Code Section III material was purchased directly from Tube-Line Corporation by SCE, Westinghouse, or Bechtel for use on San Onofre Unit 1.

cember 8, 1983 Significant efforts have been made to determine if any ASME Code Section III material was shipped to San Onofre Unit 1 from Tube-Line Corporation through sub-tier vendors.
Bechtel has questioned a total of 407 sub-tier vendors whose products may contain material similar in product form to those in this bulletin. As of November 1, 1983, 257 vendors have responded. The original letters to the suppliers requested replies within 30 days from receipt, and follow-up site visits or telephone calls to expedite delinquent responses continues. As a result of Bechtel's effort, it has been
- found that six Tube-Line supplied fittings were purchased by Pittsburgh Des Moines Steel Corporation from Guyon Alloys Inc. and installed on a new
- safety-related auxiliary feedwater storage tank at San Onofre Unit 1.
The specific application of these six fittings is as follows:
- 1.
Three (3) 6" diameter elbows on suction lines-inside storage tank.
- 2.
Two (2) 10" diameter elbows on vent line outside storage tank.
- 3.
One (1) 6"x4" concentric reducer on storage tank overflow line.
In May, 1983, pursuant to 10 CFR 21.21(a), Tube-Line Corporation informed Pittsburgh Des Moines Steel Corporation that the above fittings did not conform to the certification and verification requirements of ASME Code,Section III. This deficiency was documented on a Supplier Deviation Disposition Request (SDDR), and was addressed as follows. Items (2) and (3) above were found to be separate from the storage tank pressure boundary, as defined by Article ND-1131 of ASME Code,Section III, 1977 edition, and physically located such that their failure would not cause a loss of water from the tank, or obstruct water flow out of the tank.
Thus a failure of these fittings would not compromise the intended safety function of the tank, and the fittings were, therefore, accepted *as is.* The fittings in item (1) were determined to be part of the storage tank pressure boundary, and were removed and replaced with new material, prior to the date of Bulletin 83-06.
The new material was manufactured in full compliance with ASME Code,Section III, and the applicable procurement specification.
SFor items (2) and (3) above, a program in accordance with action item 3(b) of the bulletin has not been considered, owing to their non-safety related application as explained above.. It should be noted that San Onofre Unit I is shut down and the affected storage tank has not been in service since its installation.
If the continuing investigations by SCE, Westinghouse and Bechtel lead to identification of additional Tube-Line supplied material at San Onofre Unit 1, then SCE will notify RegionV and take the follow-up actions as specified in Bulletin 83-06.
