MAAGRNULER ICNSNGNovember 10, 1983 (213) 572-1749 Director, Office of Nuclear Reactor Regulation Attention: D. M. Crutchfield, Chief Operating Reactors Branch No. 5 Division of Licensing U. S. Nuclear Regulatory Commission Washington, D.C. 20555 Gentlemen:
Subject:
Docket No. 50-206 Critical Function Monitoring System (CFMS)
San Onofre Nuclear Generating Station Unit 1
References:
- 1. Letter, K. P. Baskin, SCE, to D. G. Eisenhut, NRC, Docket Nos. 50-206, 50-361, 50-362, San Onofre Nuclear Generating Station, Units 1, 2 and 3, July 1, 1981
- 2. Letter, J. H. Drake, SCE, to D. G. Eisenhut, NRC, Responses to NRC Requirements Related to the Three Mile Island Accident, October 17, 1979 Reference 1 provided you with a description of our CFMS. The CFMS is a Foxboro Fox III computer, associated subsystems, and system peripherals.
The description provided the capability and equipment locations. It is the purpose of this correspondence to provide you with information regarding the as-built configuration of the subject system and to inform you of how this equipment is being utilized to meet our recording capability for certain post-TMI Category B requirements.
The CFMS monitors approximately 50 analog and digital (contact) inputs. There is one color console available to the emergency support team that staffs the Technical Support Center (TSC).
The TSC is also equipped with a video hard copier, capable of copying the console display, and an alarm printer. All of this information is available to the control room staff via the pass-through window between the TSC and the control room. The description in Reference 1 indicated that certain equipment would be located in the control room. It has been determined, however, that locating this equipment in the control room may result in unwarranted distraction to control room activities. We consequently will rely on information being passed through to Control Room personnel from the TSC as indicated above. The ability to transmit information to the Emergency Operations Facility (EOF) via modem will remain as discussed in Reference 1.

Mr. D.
November 10, 1983 Part 3 of the Enclosure to Reference 2 indicated that we would meet the guidance of Regulatory Guide 1.97 for the containment pressure indication, hydrogen monitor, and water level indication. The guidance of Regulatory Guide 1.93 states that continuous recording capability shall be available for Category 1 variables. This capability is being provided at San Onofre Unit 1 by utilization of the CFMS historical library, which is called upon demand, copied on the video hard copier, and passed to the control room staff via the pass-through.window from the TSC, if necessary. This satisfies our commitments with regard to these three post-accident variables.
If you have any questions regarding the above discussed information, please let me know.
Very truly yours,
