OF AUGUST 19,2013, MEETING WITH CONSTELLATION ENERGY NUCLEAR GROUP, LLC, ON THE PRE-APPLICATION OF THE NATIONAL FIRE PROTECTION ASSOCIATION STANDARD 805 (TAC NO.
MF2516 AND MF2517)
On August 19, 2013, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Constellation Energy Nuclear Group, LLC (CENG) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the future submission of a license amendment request (LAR) to transition to the requirements of National Fire Protection Association (NFPA) standard 805, pursuant to Title 10 of the Code of Federal Regulations Section 50.48(c) for Calvert Cliffs Nuclear Power Plant, Unit Nos. 1 and 2 (Calvert Cliffs). The meeting notice and agenda, dated August 6, 2013, is available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML13214A353. A list of attendees is provided in the Enclosure.
The CENG representatives presented an overview of Calvert Cliffs current operating status, the current fire protection licensing basis, NFPA 805 transition project, compliance with NFPA 805, probabilistic risk assessment (PRA) developmenUresults, and implementation (See ADAMS Accession No. ML13234A385). The CENG representatives stated that they will: (1) submit their LAR by September 30, 2013, (2) implement procedure/process changes six month after approval, and (3) complete modifications after approval by April 2018.
NRC Staff Queries The CENG representatives stated that they reviewed their 11 existing exemptions and only three will be credited to post-NPFA 805 transition. The NRC staff requested a high level discussion of the three exemptions.
During review of non-power operations compliance with NFPA 805, CENG noted that recovery actions were not credited. The NRC staffed asked for the reason and noted that recovery actions should not be excluded as a mitigation tool.
The CENG representatives reviewed pre-fire plan and training materials to clarify monitoring and control requirements. The CENG representatives stated that the minor pre-fire plan/procedure changes and training program revisions that are currently in progress will be submitted in the regulatory commitment section of the LAR.
The NRC staff asked for a brief discussion on the variations from deterministic requirements (VFDRs) as a result of CENG's nuclear safety capability assessment. The CENG representatives discussed the significant 245 VFDRs.
The CENG representatives discussed the results of its recover actions feasibility assessment.
The CENG representatives stated that there was over 85% reduction in operator recovery actions. The NRC staff questioned the number of operator recovery actions at 100%. The CENG representatives stated that the number was in the thousands.
Members of the public were in attendance via teleconference. Public Meeting Feedback forms were distributed, but no comments were received.
