Southern California Edison Company P. 0. BOX 800 2244 WALNUT GROVE AVENUE L.T. PAPAY ROSEMEAD, CALIFORNIA 91770 TELEPHONE VICE PRESIDENT June 25, 1982 213-S72-1474 Mr. H. R. Denton, Director Office of Nuclear Reactor Regulation U. S. Nuclear Regulatory Commission Washington, D. C.

20555 Gentlemen:

Subject:

Docket No. 50-206 Amendment No. 106 San Onofre Nuclear Generating Station Unit 1 Enclosed are three executed and thirty-seven conformed copies of Amendment No. 106 in Docket No. 50-206. Amendment No. 106 consists of Proposed Change No. 114 to the Technical Specifications incorporated into the operating license as Appendix A.

Proposed Change No. 114 is a request to modify Technical Specification 4.2.3, "Safety Injection System Hydraulic Valve Testing (Surveillance Requirement)," such that the requisite SIS valve hot functional test may be delayed if the surveillance interval lapses during Mode 5 or 6 operation. This Technical Specification was issued by the Commission as Amendment 57 on November 5, 1981 in response to our Proposed Amendment 99 which submitted a Safety Injection System Surveillance Program.

This Proposed Change No. 114, submitted as Amendment No. 106, clarifies Amendment No. 57 to the operating license issued by the Commission.

Since the change is minor, serves only to clarify the Amendment issued by the Commission, and should not require significant review by the Commission, no fee beyond that submitted with Amendment No. 99 is provided.

Very truly yours,
