100 License Fee Class Change San Onofre Nuclear Generating Station Unit 1 By letter dated December 18, 1981, Proposed Change No. 110 to the San Onofre Unit 1 Technical Specifications was submitted as Amendment No. 100 to the Provisional Operating License No. DPR-13. Proposed Change No. 110 is a request to revise the Administrative Controls sections of the Appendix A 'and B Technical Specifications to incorporate station reorganization changes. The proposed change was determined to be a Class II change pursuant to 10 CFR 170.22 since it is admin istrative in nature,and has no. safety or environmental significance., A fee of $1,200.00 corresponding to this deter mination was remitted.

Your letters dated February 22, and May 20, 1982 indicated that Proposed Change No. 110 had been determined to be a Class III change and an addi tional $2,800.00 are due to the NRC. As a result of NRC actions which have occurred subsequent to our original submittal of Proposed Change No. 110, we believe that the following fee determination is now applicable to this request.

The fuel loading and low power operating license for San Onofre Unit 2 w as issued on February 16, 1982.

The Technical Specifications issued as part of this license included administrative controls which incorporated the organization changes proposed as part of Proposed Change No.

110.

In addition, by letter dated May 14, 1982, we submitted Proposed Change NPF-10-11 to the San Onofre Unit 2 Technical Specifications as Amendment No. 3 to the license.

Thi.s change incorporated some additional station organization changes which have been discussed with members. of the NRC staff as part of their review of Proposed Change No. 110 to the Unit 1 Technical Specifications.

Director, Office of Administration June 10, 1982 Proposed Change No. 110 should therefore be considered a duplicate request and determined to be a Class I Amendment in accordance with 10 CFR 170.22. The appropriate fee is therefore $400.00 so that
