Docket Nos. 50-361 and 50-362 San Onofre Nuclear Generating Station Units 2 and 3 On June 29, 1984 SCE received an informal request for clarification of proposed Technical Specification Change NPF-10/15-138 concerning the reduction of CEAC penalty factors for inward CEA deviations.

Subsequently on July 23, 1984 SCE contacted the NRC (Mr. Y. Hsii) by telephone to resolve NRC concerns.

At the conclusion of the telephone conversation, Mr. Hsi1 indicated that all of his concerns relative to proposed change NPF-10/15-138 had been resolved and SCE subsequently provided formal documentation of SCE's responses via letter dated August 1, 1984. During the conversation, Mr. Hsii indicated that his review of proposed change NPF-10/15-138 would be facilitated by the receipt of Phase I and Phase II CPC/CEAC software verification test reports.

The purpose of this letter is to transmitt these reports to the NRC.

Accordingly, please find enclosed three (3) copies of each of the following proprietary Combustion Engineering documents including affidavits setting forth the basis on which the information may be withheld from public disclosure by the Commission and addressing specifically the considerations listed in 10 CFR 2.790 (b) of the Commissions regulations:.
