Confirmation of Action Relating to Resumption of San Onofre 2 and 3 Startup Testing Program The NRC staff has been reviewing the reactor trip breaker (RTB) issue.
Our safety review of significant RTB issues for San Onofre 2 and 3 is complete, and we anticipate the issuance of our SER within the next few days. While we have not issued the SER onRTBs at this time, our review has progressed to the point that we are able to reach an interim conclusion; i.e., we see no safety issues that would preclude plant startup and operation of the plant in operating Mode 2 (i.e., at power levels not exceeding 5%).
This letter advises you of our understanding, pursuant to telephone conversations with Mr. K. Baskin on April 28, 1983, that you will not exceed 5% power until the staff has issued its SER. This letter also confirms our understanding that you will fulfill the commitments made in your April 15, 1983 Reactor Trip Breakers report and your letter of April 22, 1983.
Based on our review to date, as stated above, we do not object to the resumption of activities you previously agreed not to perform, up to but not to exceed 5% power, as described in our Confirmation of Action letter of March 11, 1983.
It our understanding of your actions is not accurate, you should contact this office immediately.
