Temporary Waiver of Compliance Regarding San Onofre Unit 2 Technical Specification 3.6.1.3 In your letter dated April 9, 1992 and in discussions with the NRC staff on April 8, 1992, you requested temporary relief from Technical Specification (TS) 3.6.1.3 to allow continued power operation of Unit 2 while effecting repairs on the containment personnel air lock handwheel shaft seals associated with the inner door. TS 3.6.1.3 requires that the plant be shutdown if the air lock cannot be returned to operable status within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />.
You requested a 36 hour4.166667e-4 days <br />0.01 hours <br />5.952381e-5 weeks <br />1.3698e-5 months <br /> extension of TS 3.6.1.3, Action "b." to allow repairs to be made.
The following compensatory actions were in effect during the waiver period:
- 1) the containment air lock outer door indicated no signs of leakage when tested using helium,
- 2) the outer air lock door was maintained closed, except while the strong back was being removed and reinstalled,
- 3) the outer air lock door was tested for seal integrity following each use of the outer door during the repair activity, and
- 4) an individual was stationed near the outer door to ensure the door was not opened from the outside while the door was relied upon for containment integrity.
You concluded that there were no significant hazards resulting from granting of the waiver request because actual containment leakage, including leakage.
from the inner air lock pressure boundary, was 50% less than the allowable leakage of TS 3.6.1.2, "Containment Leakage."
In addition, you stated that the shaft seals would not be relied on for containment integrity except during short periods of time for opening the outer air lock door.

2 Based on the above and based on discussions with the NRC Office of Nuclear Reactor Regulation, a temporary waiver of compliance for TS 3.6.1.3, related to the requirement to shutdown the plant within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />, was verbally granted on April 8, 1992, while repairs were performed on the containment air lock shaft seals.
This waiver expired at 10:45 a.m. on April 9, 1992 when the shaft seals were repaired and the air lock successfully tested, thus restoring compliance with TS 3.6.1.3.
All other TS requirements remained in effect.
