REVIEW OF REVISION 5 TO THE SAN ONOFRE NUCLEAR GENERATING STATION EMERGENCY PLAN This letter refers to Revision 5 to the San Onofre Nuclear Generating Station (SONGS) Emergency Plan which was sent to us for review on April 29, 1992, under the provisions of 10 CFR 50.54(q).
We have completed our review of your emergency plan change. During our review, we identified one change that appeared to decrease the effectiveness of your emergency plan.
The change involved the planned use of previously licensed individuals to serve as emergency notification system (ENS) communicators (Section 5.4.2.1).
During August 26 and 28, 1992, telephone conversations between Ms. G. Good, of my staff, and Mr. C. Anderson, of your staff, Mr. Anderson committed to issue a page change to clarify the intent of the change. Mr. Anderson also committed to issue a page change to add a qualifying statement to Table 6-4 in order to maintain consistency between the emergency plan and emergency plan implementing procedure SO123-VIII-10.3.
Pending submittal of these page changes, these items will be tracked as OTH 206/92GG-01.
We also identified several other minor issues that warranted correction. Mr.
Anderson committed to make these corrections in the next revision to your emergency plan.
Regarding the change concerning protective action recommendations for General Emergency conditions, we would like to advise you that the NRC and the Federal Emergency Management Agency (FEMA) are in the process of revising the guidance in NUREG-0654/FEMA-REPI, Rev. 1. The revised guidance will.indicate that the preferred initial protective action for the public for a severe reactor accident is to evacuate immediately from an area of a radius of about 2 miles in all directions from the plant and about 5 miles downwind from the plant.
With the exception of the change to Section 5.4.2.1, Revision 5 to the SONGS Emergency Plan continues to meet the standards in 10 CFR 50.47(b) and tile requirements of Appendix E to Part 50.
