Temporary Waiver of Compliance Regarding San Onofre Unit 1 Technical Specification 3.3.1 In your letter dated June 18, 1992 and in discussions with the NRC staff on June 17, 1992, you requested temporary relief from Technical Specification (TS) 3.3.1 to allow continued operation of Unit 1 while replenishing hydraulic oil in the accumulator for the actuator to valve HV-851A. During this work, valve HV-851A would be inoperable (unable to open). TS 3.3.1 requires that both trains of the safety injection system (SIS) be operable during power operations. The plant must be shutdown in accordance with TS 3.0.3 if this condition is not met. You requested a 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> waiver of compliance from TS 3.3.1 as it relates to valve HV-851A only, to restore hydraulic oil level in the accumulator for HV-851A.

You have indicated that only the affected train of safety injection, associated with HV-851A, would be out of service while repairs were being made..

The following compensatory actions were in effect during the waiver period:

1) The unaffected train of the SIS was maintained operable, including emergency power, and
2) Maintenance which could effect the operability of the unaffected train of the SIS was not performed.

You concluded that there were no significant hazards resulting from granting of the waiver request because one train of the SIS would be capable of performing its safety function during the waiver period and therefore the relatively brief inoperable time period of the other train would not significantly increase the plant risk.

Based on the above and on discussions with the NRC Office of Nuclear Reactor Regulation, a temporary waiver of compliance for TS 3.3.1, related only to the requirement to enter TS 3.0.3 because HV-851A is inoperable, was verbally 9207010063 920619 PDR ADOCK 05000206 P

This waiver began at 4:00 p.m. on June 17, 1992; it expired when the accumulator was successfully recharged with hydraulic oil, the accumulator repressurized and compliance with TS 3.3.1 was restored at about 11:48 a.m. on June 18, 1992.
