Design Bases Documentation and Reconstitution Plan San Onofre Nuclear Generating Station Units 1, 2, and 3 To continue to inform the NRC of our design bases documentation progress and plans, this letter transmits to you Southern California Edison's "San Onofre Design Bases and Reconstitution Plan," Revision 6. The purpose of this plan is to outline our program to retrieve, assess, reconstruct (as required),

confirm, and document San Onofre nuclear power plant design bases in a series of Design Bases Documents. The intent of the program is to establish and document the rationale for the design bases.

As discussed in our March 11, 1991, letter, we had anticipated that lesson learned revisions would be required.

Accordingly, the enclosed plan supersedes the information included in Revision 5 provided to you by the above reference. Fewer updates to the Design Basis Documentation (DBD) Plan are anticipated in the future. Consequently, we do not plan to issue an annual update to the NRC but will notify the NRC of significant changes to our plan on an as needed basis.

The major plan changes made in Revision 6 are:

  • A 10CFR50 Appendix R/Safe Shutdown Topical DBD and an In-Service Testing (IST) Topical DBD for Units 2 and 3 have been added to the DBD Program Scope. Refer to Appendix A of the enclosure for schedule detail.

  • As a result of the decision to retire San Onofre Unit 1 (501), no other SO1-DBDs are planned. However, 7 S01-DBDs were issued in 1990/91 on important system and topical areas. Refer to Appendix A of the enclosure.
  • Two new sections were added to the DBD plan,Section X "DBD Orientation" and Section XI "Assessments."
