February 25, 1992 Docket Nos. 50-206, 50-361 and 50-362 Mr. Harold B. Ray Mr. Gary D. Cotton Senior Vice President Senior Vice President Southern California Edison Company Engineering & Operations Irvine Operations Center San Diego Gas & Electric Company 23 Parker Street 101 Ash Street Irvine, California 92718 San Diego, California 92112 Gentlemen:

SUBJECT:

RESPONSE TO GENERIC LETTER 91-11, "RESOLUTION OF GENERIC ISSUES 48, 'LCO's FOR CLASS 1E VITAL INSTRUMENT BUSES,' AND 49,

'INTERLOCKS AND LCO's FOR CLASS 1E TIE BREAKERS,' PURSUANT TO 10 CFR 50.54(f)" FOR SAN ONOFRE NUCLEAR GENERATING STATION, UNITS 1, 2 AND 3 (TAC NOS. M82464, M82465, AND M82466)

On July 18, 1991, the NRC issued Generic Letter (GL) 91-11 which contained the staff resolution of Generic Issues 48 and 49. The GL required that licensees certify that procedures exist that contain time limitations and surveillance requirements for vital instrument buses (VIB), inverters or other onsite power sources for VIB, and tie breakers. If procedures do not exist, a justification demonstrating the reasons why the controls are not needed is required.

By letter dated January 29, 1992, you responded to the GL. You indicated that procedures for time limitations and surveillance requirements are in place at your site.

The staff has reviewed your response and finds that it meets the reporting requirements set forth in GL 91-11.

This completes the staff's activities on TAC Nos. M82464, M82465 and M82466.

Sincerely, Original sgnagby John 0. Bradfute, Project Manager Project Directorate V Division of Reactor Projects III/IV/V Office of Nuclear Reactor Regulation DISTRIBUTION:
