SUBJECT:

INSERVICE TESTING OF SAFETY INJECTION PUMPS AT SAN ONOFRE UNIT 1 Your letter dated October 4. 1991, proposed a change to a previously described modification of the San Onofre Unit 1 safety injection system. The original safety injection system modification was described in an inservice testing (IST) program relief request that was submitted by the Southern California Edison Company (SCE) on October 29, 1990.

The proposed modification consisted of the addition of flow test loops for testing the safety injection pumps.

The IST relief request, granted by NRC on December 19, 1990, authorized continued operation of the plant with a modified safety injection pump IST program until refueling outage 12. During refueling outage 12, SCE would add the test loops and commence a safety injection system IST program that fully complies with regulatory requirements.

The October 4, 1991, letter proposed to add flowmeters to the existing miniflow lines in the safety injection system rather than adding the separate test loops to meet the IST testing requirements. Either modification will enable the safety injection pumps to be tested in accordance with ASME Code require ments and in accordance with the NRC position as outlined in Generic Letter 89-04. We, therefore, concur that the configuration proposed in your October 4, 1991, letter for testing the safety injection pumps is adequate and may be used to meet the requirements of the IST program. The interim relief from the safety injection pump IST program, as granted by our letter dated December 19, 1990, remains in effect until refueling outage 12.
