SAN ONOFRE UNIT 1 FULL-TERM OPERATING LICENSE (TAC NO. 11232)
In response to a July 28, 1970 application by the Southern California Edison Company and the San Diego Gas and Electric Company to convert the San Onofre Nuclear Generating Station Unit 1 provisional operating license to a full-term operating license, the Commission has issued the enclosed Facility Operating License No. DPR-13. The license authorizes operation of the Unit 1 reactor at steady-state power levels not to exceed 1347 megawatts-thermal. The full-term operating license expires at midnight on March 2, 2004.
San Onofre Nuclear Generating Station Unit 1 operation was authorized on March 27, 1967 by Provisional Operating License DPR-13. Facility Operating License DPR-13 supersedes Provisional Operating License DPR-13 in its entirety. All orders issued under the provisional operating license remain in effect under Facility Operating License DPR-13.
The full-term license has been reformatted, as necessary, to achieve consis tency with the language and format used in contemporary licenses. Certain requirements have been deleted from the license itself because they have been incorporated into the Technical Specifications or they are no longer applicable.
Specifically, license conditions 3.D, 3.E, 3.F, 3.H, 3.1, 3.K, and 3.L in the provisional license were deleted from the full-term license. License Condition C. (8) incorporating the provisions of the Confirmatory Order issued by the NRC on January 2, 1990, was ded to the license. Appendix A of the license, the Technical Specifications, has not been altered.
The Technical Specifications contained in Appendix A are not being reissued.
The numbering system for future amendments to the new Facility Operating License DPR-13 will continue from where Provisional Operating License DPR-13 left off.
The NRC staff's Safety Evaluation Report supporting issuance of the full-term operating license has been issued as NUREG-1443, dated July 1991.
Copies of the report were forwarded to you by letter dated July 25, 1991. In an Environmental Assessment dated September 16, 1991, as noticed in the Federal Register on September 20, 1991 (56 FR 47816), the staff concluded that 9110040254 910926 PDR ADOCK 05000206 P
