Docket No's. 50-361 and 50-362 San Onofre Nuclear Generating Station Units 2 and 3 In 1975, the applicants initiated a comprehensive program to simulate site specific ground motions at the San Onofre site which would be used in the seismic re-evaluation of San Onofre Unit

1. The modeling procedures used in this program have been evaluated against recorded data from several historical earthquakes. The results of this program have been documented in several reports previously submitted on the San Onofre Unit 1 docket.

Because of the value of this program to San Onofre Unit 1, the NRC staff has recently requested that this information be sub mitted on the San Onofre Units 2 and 3 dockets. Consistent with the NRC request, a meeting, encompassing all three dockets, was held on July 24, 1980, to discuss the most recent results of this program.

In order to completely incorporate the results of this program on the San Onofre Units 2 and 3 dockets, seven (7) copies of the following reports, prepared for the applicants by Del Mar Technical Associates, are enclosed (NRC mail code B024):

1. Simulation of Earthquake Ground Motions for San Onofre Nuclear Generating Station Unit 1, Final Report, dated May 1978.
2. Simulation of Earthquake Ground Motions for San Onofre Nuclear Generating Station, Unit 1, Supplement I, dated July 1979.

It should be noted that the results of the program docu mented in the enclosed reports have not been relied upon to establish the conservatism of the San Onofre Units 2 and 3 DBE; however, those results do, in fact, support that conservatism. This fact is demonstrated by comparison of the site specific predictions of ground motion from the most recent reports (i.e. Supplement III) with the San Onofre Units 2 and 3 DBE. This comparison for damping values of 2, 5, 7 and 10 percent is represented on Figures 1 thru 12 (seven copies enclosed, NRC mail code B024), and shows that the San Onofre Units 2 and 3 DBE conservately envelopes the site specific predictions at all frequencies.

Because the results of the program documented in the enclosed reports have not been relied upon to establish the conserva tism of the San Onofre Units 2 and 3 DBE even though they support that conservatism, I expect that submittal of these reports and subsequent NRC staff review will not affect completion of the staff's Safety Evaluation Report for San Onofre Units 2 and 3.
