REQUEST FOR WJITHHOLDING INFORMATION FROM PUBLIC DISCLOSURE (SAN ONOFRE NUCLEAR GENERATING STATION, UNITS 2 AND 3)
By letter dated July 6, 1979, the Southern California Edison Company submitted structural calculations to document our audit analysis and requested that they be withheld from public disclosure pursuant to 10 CFR 2.790. Your related affidavit was also transmitted by the letter from Southern California Edison Company. A non-proprietary version of the calielulations is presented in the Final.1f.ety AnaT'ysis Report for San Onofre 2 and 3.
Your affidavit stated that the repisqns for requesting our withholding of this information were:
(1) the documents contain trade secrets which are customarily held-in confidence by Bechtel; (2) the calculations, which are highly technical and interrelated with oher calculations, may be taken out of context, misin terpreted, or misconstrued; (3) the information contained in the documents is not available in public sources; and (4) the documentdns contain information t.'ich provides Bechtel with a competitive advanta-to because of the unique approaches for resolving complex factors and the amount of financial resources and man power expended to devlop the necessary expertise in this speciality area.
We have reviewed your affidavit and material based on the requirements and criteria of 10 CFR 2.790 and have determined that the above-mentioned documents inought to be withheld contain trade secrets, confidential, proprietary comiler cial or financial information.
We also have found at this time that the right of the public to be fully apprised as tethe bases forand effects of the proposed action does not outweightthe dewonstrated concern for protection of your competitive position.
Accordingly, we have determined that the information should be withheld from public disclosure.
We therefore approvfyour request for withholding pursuant to Section 2.790 of 10 CFR Part 2 and are wihholding the calculations as proprietary.

Mr. Lorfen. MAY 2 8 1980 Withholding from public inspection shall not affect the right, if any, of persons pwpperly and directly concerned to inspect the documents. If the need arises, we may send copies of the report to our consultants working in this area. We will, of course, assure that the consultants have signed the appropriate agreements for handling proprietary data.
If the basis for withholding this information from pMAlic inspection should change in the future such that the information could then be made available for public inspection, you should promptly notify the NRC.
