Emergency Planning Questions and Positions (San Onofre Nuclear Generating Station, Units 1, 2 and 3).

Reference (a) required licensees to "upgrade emergency plans to Regulatory Guide 1.101 with special attention to action level criteria based on plant parameters" by mid-1980. In Southern California Edison's response to this letter, dated October 17, 1979 to Mr. D. G. Eisenhut, we stated that the San Onofre Emergency Plan conforms to the recommendations contained in Regulatory Guide 1.101 and that we would revise our plan to make use of the upgraded uniform action level criteria (NUREG -

0610) by mid-1980.

Reference (b) requires that the first eighteen facilities reviewed by the NRR teams submit their upgraded emergency plans five weeks following the NRR team site visit. During our site visit, the NRR team stated that we would not be required to make an early submittal of Emergency Plan revisions, but instead would be required to answer the Emergency Planning Questions which would be transmitted to us.

-2 Reference (c), also, requested that responses to the Emergency Planning Questions be submitted within five weeks of receipt.

As you are aware, the San Onofre Emergency Plan conforms to Regulatory Guide 1.101, and received NRC approval in a letter from the Division of Operating Reactors dated October 26, 1976.

As such, Southern California Edison Company will respond to the NRR review team questions by December 11, 1979, which will be within five weeks from receipt, and will submit an upgraded emergency plan which will make use of the uniform action level criteria (as presented in NUREG 0610) and incorporate the requirements of the NRR Emergency Plan review team as appropriate by mid-1980.
