Dear Sir:

IE Bulletin No.-76-06 Diaphragm Failures in Air Operated Auxiliary Actuators for Safety/Relief Valves Reference is made to your correspondence of July 21, 1976 for warding the subject bulletin. A thorough investigation and review of our experience with safety related diaphragm operated relief valves at San Onofre Unit 1 has been completed.

The following provides specific response to items of the bulletin listed under "Action To Be Taken By The Licensee".

(1) There is no insulation installed on safety related dia phragm operated relief valves in high temperature fluid systems. This is in accordance with current valve vendor recommendations.

(2) It has been verified.that procedures used for inspection and disassembly of these valves include the inspection of the subject diaphragms to verify material condition.

(3) The vendors' recommended service and shelf life for the diaphragms are noted upon receipt. This information is again verified prior to use.

Maintenance planning pro vides for reinspection or replacement as appropriate.

-2 (4) Current practice at San Onofre includes provisions that adequately provide for the Commission's concerns and are addressed in items (1) through (3) above. Therefore, this response constitutes a final report and no further submittal will be tendered.

As of this date, there are no defective valves or unusual conditions to report. Any adverse findings resulting from future inspections will be reported in a timely manner.
