Dear Sir:

IE Bulletin No. 76 Crane Hoist Control Circuit Modification Reference is made to your correspondence of July 28, 1976 forwarding the subject bulletin.

A review of the wiring diagrams for our fuel cask handling crane indicated that a modification had been made to the control circuitry to meet NRC speed and height requirements, as discussed in our report, "Spent Fuel Shipping Cask Handling", forwarded to the Commission by letter dated March 21, 1975.

The modification accomplished at San Onofre Unit 1 is, however, different from that described in the bulletin. Design and installation were accomplished by the crane manufacturer.

Hoist speed limitations were obtained by the installation of key switches which operate to cut out existing hoist speeds greater than the acceptable rate. Height limitations were met by the installation of limit switches in the hoist control circuit. No modifications were made to the brake power and control circuitry.

The fuel cask handling crane modifications were successfully tested on March 10, 1976 and have operated satisfactorily since that time. No further modifications or tests are currently planned for this equipment.
