Dear Sir:
IE Circular No. 76-05 Hydraulic Shock and Sway Suppressors Reference is made to your correspondence of October 8, 1976, forwarding the subject circular.
A review of station records indicates that although ITT Grinnel Model No. 200 and 201 hydraulic shock and sway suppressors (snubbers) are used extensively at San Onofre Nuclear Generating Station Unit 1, none with serial numbers B-0001 through B-2000 are in use in safety related systems or stored as spare parts.
In the past, snubber preventive maintenance has consisted of a visual examination for signs of fluid leakage or damage. Beginning with the refueling outage now in progress, snubber surveillance is being expanded to include functional testing to verify lockup and bleed velocities as well as visual inspection. These additional tests are intended to satisfy the technical specification requirements of Amendment No. 21 issued by the NRC and forwarded by letter dated July 21, 1976. Should one or more snubbers be determined to be inoperable, our procedures call for expansion of our sample until no additional failures are found or all snubbers have been tested.

-*-2 Since no suppressors which have serial numbers within the series in question are in use at San Onofre Unit 1, no action in addition to our planned surveillance program is considered necessary.
