Dear Mr. Engelken:

An occurrence that is defined in the Environmental Technical Specifications section 5.6.3. (b) as reportable was determined to have happened at the San Onofre Nuclear Generating Station, Unit 1, on February 2, 1976. The purpose of this letter is to give an account of that occurrence.

Specification 3-.1.1.a. (5) of the San Onofre Unit 1 Environmental Technical Specifications establishes, in part, that proper system operation of the two offshore continuous water temperature recording systems be verified once every two weeks. Each of the two continuous temperature recording systems consists of sensing devicesthat record water temperature near the sea surface, midwater and near the bottom.

During a schedule operation verfication check on February 2, 1976, it was discovered that two temperature sensors had malfunctioned for the previous two weeks. The inoperative sensors were at Zone OA system's near bottom and sea surface locations.

New permanent digital temperature monitoring bouy systems (referenced in the November 1974 to July 1975 Semiannual Operat ing Report, Section 3.1) were installed at the two 'specified stations offshore at San Onofre on February 2, 1976)to supersede the existing analog strip chart temperature recorders. This 2336

equipment change was made in an effort to establish a more reliable and efficient data collecting system. The analog system will continue to be used as a backup until reliability is confirmed for the digital.
