Docket No 50-206, Provisional Operating License No. DPR-13 San Onofre Nuclear Generating Station, Unit 1 By letter dated November 19, 1975, we informed you that we would not be able to purchase and install N-Stamped diesel generator fuel oil transfer pumps (i.e., pumps designed, fabricated, inspected and tested in accordance with the ASME Boiler and Pressure Vessel Code,Section III) in time to place the standby power system in operation by October 1, 1976.
(At the time the aforementioned November 19, 1975 letter was submitted, the expected operational date of the standy power system was October 1, 1976.)
We indicated that we were proceed ing to purchase and install non-Section III pumps but which are otherwise physically and functionally interchangeable with the N-Stamped pumps. We explained that these pumps would be avail able in time to place the standby power system in operation by October 1, 1976 and would be replaced when the N-Stamped pumps become available which was expected by June, 1977.
The purpose of this letter is to advise you that the non-Section III pumps (four (4) altogether; two (2) for each of two (2) separate and independent diesel generator fuel oil storage and supply systems) described above have been purchased and installed. In addition, we have been successful in reducing the delivery time of the N-Stamped pumps from June, 1977 to mid-March, 1977.
By letter dated November 3, 1976, we informed you that San Onofre Unit 1 startup has been delayed until February 11, 1977.
It remains our intention to place the standby power system 0
Mr.
December 16, 1976 in operation utilizing the non-Section III pumps in order to return San Onofre Unit 1 to operation at that time. Upon delivery of the N-Stamped pumps, the non-Section III pumps will be replaced.
Since Proposed Change No. 47 to the Technical Specifications, submitted to the NRC by letter dated June 15, 1976 in Docket No. 50-206, requires that one (1) fuel oil transfer pump be operable for each of the two (2) separate and independent diesel generator fuel oil storage and supply systems during critical operation, the non-Section III pumps will'be replaced while adhering to this requirement. In this manner, the replacement process can be accomplished during critical operation at San Onofre Unit 1. In addition, surveillance of'the diesel generator fuel oil transfer pumps to assure their operability during critical operation as delineated in Proposed Change No. 47 will be in effect at all times. Based on our estimates, it should take approximately one hundred-twenty (120) hours to remove the non-Section III pumps and install the N-Stamped pumps. This estimate also includes an allowance for appropriate preoperational, startup testing of the N-Stamped pumps.
In accordance with recent discussions with you, it is requested that you approve the above-described course of action.
This approval is necessary in order to obtain approval from the California Department of Industrial Safety to allow operation of San Onofre Unit 1 with the non-Section III pumps.
