Dear Sir:

This letter is submitted in accordance with Section 5.6.3 of Appendix B to Provisional Operating License DPR 13 and describes a reportable occurrence defined therein for San Onofre Unit 1.

Specification 3.1.1.a.(5) of Appendix B to the San Onofre Unit 1 Provi sional Operating License establishes, in part, that proper system operation of the two offshore continuous water temperature recording systems be verified once every two weeks. Each of the two temporary continuous temperature recording systems consists of sensing devices that record water temperature near the sea surface, midwater and near the bottom.

During a scheduled operation verification check on June 1, 1977, it was discovered that one temperature sensor had been lost during the previous two weeks resulting in a two-week period of missing data. The sensor was at the Zone 6 system's near surface location.

The lost sensor was replaced immediately upon discovery. The other five sensors were also checked at that time and found to be operating properly.

The offshore water temperature monitoring system has encountered various design and mechanical problems since its conception two years ago and this year has suffered from two other probe disappearances. This latest problem again appears to have stemmed from vandalism. To preclude probe loss due to surf or tidal action, the probe clamp and anchorage system was modified on June 1, 1977.

However, these modifications will not prevent the removal of the probes through vandalism.
