Dockets Nos. 50-206, 50-361 and 50-362 Physical Security Plans San Onofre Nuclear Generating Station Units 1, 2 and 3 By letter dated November 2, 1978, we indicated that the revised physical security plans for San Onofre Unit 1 and San Onofre Units 2 and 3 were expected to be submitted by November 20, 1978. As described in your letter dated September 19, 1978, the plans are being revised to reflect the understandings reached with members of the NRC staff during meetings held on July 3 and 5, 1978 at San Onofre Unit 1.
As indicated in your September 19, 1978 letter, the only areas which were identified as remaining unresolved concern (1) the assistance to be provided by outside law enforcement agencies, and (2) the positive access controls to be implemented in Type I vital areas to protect against the insider. For your information, we have recently reached agreement with outside law enforcement agencies with respect to the specific response capabilities to be provided in the event of an act of sabotage at San Onofre Nuclear Generating Station. In addition, you recently issued "Review Guideline #23 - Protection of Nuclear Power Plants Against Industrial Sabotage by the Insider" which outlines optional methods of providing an acceptable level of protection against sabotage by the insider.
In order to allow us sufficient time to incorporate (1) the agreements reached with outside law enforcement agencies, and (2) the methods of providing protection against the insider in Type I vital areas, we intend to delay submittal of the revised security plans until December 15, 1978.
The information to be incorporated into the revised security plans on each of the above items has been discussed with members of the NRC staff and we hope to reach mutual agreement on the acceptability of the information prior to submittal of the revised plans.
