Dear Chairman Zech:

Representing citizens throughout southern California, we would like to take this opportunity to express our concern for the current situation at San Onofre's Unit 1 reactor.

It is our understanding that during a routine inspection while the plant was shut down for refueling, damage to the heat shield was detected. Apparently, three of the 30 bolts on the blocks which support the thermal shield were discovered to be cracked.

We understand the NRC realizes the potential seriousness of this matter and is actively pursuing a remedy. However, concerns by some citizens in San Diego over the safety of resuming operations of the reactor with the damaged bolts have prompted us to request your explanation of this issue.
