Dear Mr. Trammell:
Thank you very much for your recent letter and the enclosed response from Southern California Edison Company of August 8, 1988.
Their response in the matter of a direct-reading reactor vessel water level indicator at San Onofre Unit 1 is hardly en couraging.
In your letter to them of May 9, 1988 you were very specific in your instruction that they must respond within 60 days of receipt of your letter and "include with your response your commitment to install a reactor vessel water level instrument at San Onofre Unit 1. " They appear to have thrown your directive right back at you with their statement that "Regarding the NRC request for a commitment to install a reactor vessel water level instrument at San Onofre Unit 1, SCE maintains that there are insufficient safety or technical benefits to merit the large expenditure."
Who's in charge here, anyway? Doesn't the NRC have a bit of
,clout inasmuch as they license these installations?
Can you just simply refuse to license San Onofre Unit 1 if they don't do as you "request"?
And in fact, never mind requesting them to do this, why not simply order them to do it, or else.
I'm just an ordinary citizen but this kind of flouting of authority makes me damn mad and it should do the same for the NRC.
I'll appreciate being kept informed.
