Management Letter for May 1984 NRC FIN A-0754 Inspection of Operating Reactors During Major Outages I.

PROGRAM STATUS

1.

Background

Major outages at commercial nuclear power reactors frequently involve significant or major modifications to the facilities.

It is important to the safety of the facility that these modi fications be performed in accordance with regulatory require ments governing facility changes including design and safety review and quality assurance.

2.

Objective The objective of this project is for LLNL to provide technical assistance in the review and inspection of design changes and modifications implemented during current or recent major outages at commercial nuclear power facilities located in Region V.

Progress -

May 1984 Inspection work continued during this month in Unit 1. The inspections were conducted during two periods, April 30-May 4 and May 21-May 24. Robert White and Mark Eli were the contract inspectors.

The first inspection period, April 3 0-May 4, the inspections concentrated on structural steel. These inspections resulted in the possibility of several notices of violation being written by the NRC resident inspector. In addition several non-conformance reports were written identifying minor discrepancies. Mr. Phil Johnson June 15, 1984 Page 2 to help identify the problem areas. An indepth report of the findings may be found in the NRC resident inspector's monthly report.

During the second inspection period, May 2 1-May 24, the inspectors conducted an investigation into the programs and procedures of the QA/QC systems. This was accomplished through interviews with QA/QC management, supervisors, and inspectors. The findings of this investigation will be written up in a report to be submitted to the NRC resident inspector. Also, during this week an effort was made to close out many of the open items from previous inspections.

Plan The plan for the June reporting period is to continue inspections June 11-June 14 and June 18-June 21.

The main emphasis will be on pipe hangers and mechanical systems.

The inspectors will be Robert White and Mark Eli.

5.

Problems No problems were encountered during this reporting period.

II.

FINANCIAL STATUS The expenditures for this reporting period, May 1984, are not available at this time. They will be included in the report for the June 1984 reporting period. The May expenses are estimated to be $15K. Attachment 1 is a summary of costs and the financial status of FIN A-0754 through April 1984.
