Mr. Harold Denton Director of Nuclear Reactor Regulation Nuclear Regulatory Commission Bethesda, Md.
Nov. 5, 1981 4 0
Dear Mr. Denton,
During the course of 1979 and 1980 approximately 1500 pet by various individuals were sent to your division. The petitions r u
institution of proceedings to revoke an operating license under 10 CFR 2.206 for San Onofre Nuclear Generating Station (SONGS), Unit I.
Additionally, on July 10, 1981 in this same matter Ralph Nader forwarded your division a similar request and reminded you also that the residents' petition had not been azuwered.
NRC is required by its regulations to anjwer such a petition within a reasonable period of time. If NRC does not intend to grant such a hearing the reasons for refusal must be sent to petitioners. The Community Energy Action Network, many of whose members petitioned in this matter, believe that such a reasonable time period has more than elapsed.
We believe along with many others that SONGS is a dangerous nuclear reactor witha lengthy history of accidents and totally inadequate with respect to earthquake safety and evacuation plans. These and other concerns have already been brought to your attention in considerable detail. We would like to see the implementation of-poce4 gs or NRC's answer to petitioners.
A ce~ti iy should not have to live in fear, much of which could be allieviated by a regulatory body responsive to public safety.
Sincerely, A) 6 David B. McCoy for CEAN 313 Rochester Costa Mesa, Ca. 92627 CC: Gov. Jerry Brown DR ADOCK 05000206 PDH
