CLEAR REGULATORY COMMISSION WASHINGTON, 0. C. 20555 June 18, 1981 MEMORANDUM FOR: John Dickey, Acting Assistant Associate Director Population, Protection and Preparedness Office Federal Emergency Management Agency FROM:

Brian K. Grimes, Director Division of Emergency Preparedness Office of Inspection and Enforcement

SUBJECT:

EMERGENCY PREPAREDNESS AND SUPPORT OF SAN ONOFRE NUCLEAR GENERATING STATION With respect to your June 3, 1981 letter, regarding Emergency Preparedness in support of.the San Onofre Nuclear Generating Station (SONGS), I request that you specify which of the indicated deficiencies must be removed to allow a FEMA finding of adequate offsite preparedness. Furthermore, since, as you know, there is an ASLB hearing on SONGS Units 2 and 3 that will consider this issue, I also request that you provide me with a schedule for the actions FEMA is planning in order to reassess the offsite preparedness.

The information -you provide is also necessary in order for NRC to make an assessment of the preparedness in support of SONGS Unit 1, which is an operating facility. Based on the information you provide on the significant deficiencies and our assessment, the NRC will be in a better position to decide if action under our regulations is necessary.

On a separate, but related issue, I request that FEMA clarify that the judgments in the June 3, 1981 memo do not apply to low power (up to 5%)

operation of SONGS, and, in particular, whether FEMA judges low power operation (up to 5%) acceptable on the same basis as for other plants where this finding has been made.

Dear Mr. Gines:

SMJE:

Emergency Planning San Onofre Nuclear Generating Station Unit No. I Docket No. 50-206 We have reviewed the "Interim Findings an Deteaination Relating to the Status of State and Local Emergency Preparedness for the San Onofre Nuclear Generating Station"t prepared by the Federal Emrgency Managerent Agency (FEMA) dated June 3, 1981.

Copies of this status report have also been cistributed to the affected local jurisdictions for their review.

The purpose of this letter is to report an follcwup action which is contemplated by SCE to sup.port State and local jurisdictions to adhieve substantial imrovenants in certain areas identified in the FEMA report, and to set forth the schedule for the acculishmnt of these improvemnts.

At the time of EMA' s "Interim Findings and Determination" SC.

reognized that several topics required further developtant.

Most of the required action involved developnent of procedures.

Indeed, the lack of Sap s overing various activities acears to have unduly influenced the severity of the adverse EMA conclusions.

Meetings were held on June 10 and June 17, 1981 involving all local jurisdictions and SCE to develop a plan of action for the continuing developnent of emergency preparedness.

In addition, SCE met with FEM Region IX representatives on June 15 and June 19, 1981 to reach an understanding as to the relative significance of its findings and recem trandations.

Enclosure (1) to this letter entitled "Corrective Actions Required to Address FEM Determinations of June 3, 1981" sets forth the scope of the significant areas and a description of the actions which will fozm the basis of updated FEMA finding of overall adequacy.

Enclosure (2) is an updated surrnary of the corrective action to address all areas 8-1 0702 n-277

Docket No. 50-206 Page 2 needing development and a schedule for the ac=lishn-ent of each tcoic.

Those Items shown with a cmpletian date on or before Octcber 15, 1981 are. considered to be sufficient to yield favorable FEM findings.

We consider that State and local

.oventrnts have done a remarkably gocd job in acieving a. good. state of preparedness in the critical areas important for the protection of the public.

This wok has included preparation and fomal adoptian by the highest authority for each local jurisdiction (except for State agencies) of radiolcqical emergency respcnse plans and estab1ismnt of a local interagency coordination group.

e intend to give the strongest possible support to the local agencies i undertaking planned imorovements.

We are cmnfident that the coabined SC-/local gverrnt agency effort will fully satisfy NI requirements for energency preparedness in a tirely manner.

~~t 7/Ia Radiological Emergency Pr paredness Division State and Local Prog 'am 9upport

Subject:

Emergency Preparedness and Support of San Unofre Nuclear Generating Station (SONGS)

In your June ld, 1981, memorandum you asked that we:

1) Specify which of the deficiencies identified in the State and local plans and joint exercise in support of SONGS must be removed to allow a FEMA finding of adequate offsite preparedness;
2)

Provide a schedule of actions FEMA is taking to reassess the offsite preparedness;

3) Clarify that the evaluations included in our June 3, 1981, memorandum do not apply to the low power operation of SONGS.

Item 3 is the subject of a separate memorandum.

The substance of item 2 was the subject of a letter to you dated June 26, 1981, from K. P. Baskin, Manager of Nuclear Engineering, Safety, and Licensing, Southern California Edison Company.

We have confirmed with FEMA Region IX that enclosures 1 and 2 of this letter represent agreed positions concerning FEMA's major concerns, what needs to be done to correct them, and SCE's proposed actions (including training) to assist in correcting the deficiencies.

FEMA Region IX will monitor the actions promised by SCE particularly as they relate to the State of California and the local jurisdictions.

FEMA Region IX will provide us with a monthly status report, which we will make available to you, beginning with the period through July 31, 1981.

This report will include requirements for, and the results of, any tests, drills, or a mini-exercise. Our current assessment is that another complete exercise will not be necessary but rather several limited ones to test specific systems or procedures.

The Uctober 15,

1981, date for essentially completing the corrective actions would allow FEMA Region IX to complete its evaluation we anticipate providing NhC with FEMA findings and determinations about November 1, 1981.

This timing assumes that. the State and local governments will make commitments that complement the commitment made y SCE.

FEMA will encourage the State and local governments to make such commitments.

Please keep in mind that these commitments could be affected by the expressed desire of the State of California for Emergency Planning Zones larger than required in NUREG/U654 FEMA-REP-1, Rev 1a I':_.
