50-206 We have reviewed the "Interim Findings and Determination Pelating to the Status of State and Local Emergency Preparedness for the San Onofre Nuclear Generating Station" prepared by the Federal Emergency Management Agency (FEMA) dated June 3, 1981.

Copies of this status report have also been distributed to the affected local jurisdictions for their review.

The purpose of this letter is to report on follcwup action wqhich is contamplated by SCE to support State and local jurisdictions to achieve substantial iproveents in certain areas identified in the FEMA report, and to set forth the schedule for the accculishment of these iprovements.

At the time of FMA' s "Interim Findings and Determination" SCE recognized that several topics required further developent.

Most of the required action involved develepment of procedures.

Indeed, the lack of SOP's covering various activities appears to have unduly influenced the severity of the adverse FEMA conclusions.

Meetings were held on June 10 and. June 17, 19 81 involving all local jurisdictions and SCE to develop a plan of action for the continuing development of emergency preparedness.

In addition, SCE met with FMA Pegion IX representatives on June 15 and June 19, 1981 to reach an understanding as to the relative significance of its findings and reccm nandations.

Enclosure (1) to this letter entitled "Corrective Actions Required to Address EM Caeterninations of June 3, 1981" sets forth the scope of the significant areas and a descriptin of the actions which will form the basis of updated FEMA finding of overall aequacv.

This work has included preparation and formal adoption by the highest authority for each local jurisdiction (excert for State agencies) of radiolcqical emergency response plans and establishment of a local interagency cordination group.

We intend to give the strngest possible support to the local agencies in undertaking plaed improvements.

We are confident that the ecabined SCE/local govermnt agency effort will fully satisfy NC requirements for emergency preparedness in a tinely manner.

Emergency Preparedness and Support of San Unofre Nuclear Generating Station (SONGS)

In your June 18, 1981, memorandum you asked that we:

1) Specify which of the deficiencies identified in the State and local plans and joint exercise in support of SONGS must be removed to allow a FEMA finding of adequate offsite preparedness;
2) Provide a schedule of actions FEMA is taking to reassess the offsite preparedness;
3) Clarify that the evaluations included in our June 3, 1981, memorandum do not apply to the low power operation of SONGS.

Item 3 is the subject of a separate memorandum.

The substance of item 2 was the subject of a letter to you dated June 26, 1981, from K. P. Baskin, Manager of Nuclear Engineering, Safety, and Licensing, Southern California Edison Company.

We have confirmed with FEMA Region IX that enclosures I and 2 of this letter represent agreed positions concerning FEMA's major concerns, what needs to be done to correct them, and SCE's proposed actions (including training) to assist in correcting the deficiencies.

FEMA Region IX will monitor the actions promised by SCE particularly as they relate to the State of California and the local jurisdictions.

FEMA Region IX will provide us with a monthly status report, which we will make available to you, beginning with the period through July 31, 1981.

This report will include requirements for, and the results of, any tests, drills, or a mini-exercise. Our current assessment is that another complete exercise will not be necessary but rather several limited ones to test specific systems or procedures.

The Uctober 15,

1981, date for essentially completing the corrective actions would allow FEA Region IX to complete its evaluation we anticipate providing INHC with FEMA findings and determinations, about November 1, 1981.

This timing assumes that the State and local governments will make commitments that complement the commitment made by SCE.

FEMA will encourage the State and local governments to make such commitments.

Please keep in mind that these commitments could be affected by the expressed desire of the State of California for Emergency Planning S
