Nuclear Regulatory Commission Washington, D. C. 20555 Dear J The City of San Clemente, California, has contacted me regarding the evacuation plan the city is developing for use in the case of an accident at the San Onofre Nuclear Generating Station.

San Clemente officials are anxious to develop the safest and wisest plan to evacuate the area's residents in an emergency. On the question-of emergency warning systems,.they believe.that. sirens.may not be the most effective warning-method available, and are con sidering alternativessuch as a local radio network. However, they understand the NRC will insist on warning sirens as part of an acceptable plan.

I'd very much appreciate your looking into this matter for me.

Please inform me of the NRC's policy on the use of warning sirens, explain how NRC evaluates proposed alternatives to sirens, and in dicate on what basis NRC policy would preempt a community from accepting an alternative it considers safer and more cost effective.

I'd also be interested in knowing what discussions have taken place between Commission and San Clemente officials to resolve this problem.

For your information I'm enclosing a copy of the letter I received from San Clemente city councilman William Mecham.

SAN CLEMENTE January 14, 1981 Senator Alan Cranston Room 3220 Federal Building 11000 Wilshire Boulevard Los Angeles, California 90024 Dear Sir The city of San Clemente is in the process of developing an evacuation plan in case of an accident at San Onofre Nuclear Generating Station (SONGS) about which we have many difficult decisions.

It appears, however, that one major option has been denied us by the Nuclear Regulatory Coumission.

That option deals with the method by which the citizens of San Clemente will be notified of an accident at SONGS.

The NRC has apparently decided that San Clemente must use sirens to provide the warning for our citizens. We.

.do not believe that this is the best, more importantly, the safest method for the 28,000 people who live well within the 10-mile radius of the station. We request your assistance in determining whether or not the NRC can prevent our city from insisting on the safest means of evacuation.

The City is very con6e Fed with adopting an acceptable evacuation plan, and I wT1 be happy to meet with you or your staff to elaborate on our concerns or answer any questions.

If you feel such a meeting would be beneficial, please contact me or Fire Protection Director Ron Coleman at 714/492-5101.

Enclosed is a copy of a communication between the City and Southern California Edison which will give you additional information.
