DEMONSTRATION AT SAN ONOFRE PLANNED FOR DECEMBER 10 & 11, 1983 We have been informed by the San Onofre Licensee (SCE) that a demonstration is planned for this coming weekend on the beach at San Onofre. SCE expects about 200 people will show up.
The organizers (which include the San Onofre intervenors) have put out a handbill stating that the state of California guarantees their unrestricted use of the beach, and if they are removed from the beach they can have the Coastal Commission permit revoked and shut the plant down. On the other hand, the handbill asserts, if they are not excluded, the NRC will shut the plant down.
SCE has informed us that they do not intend to interfere with the rally provided that there is no attempt to violate the security perimeter around the plant, and there is no emergency at the plant. SCE has assured us that, as required by the regulations, they continue to have the authority and the ability to control all activities in the exclusion area, should the need arise. The licensee also told us that they are prepared to fulfill the requirements of their security plan and their emergency plan in the event of hostile action or a plant emergency.
Based on these assurances, and the verbal concurrence from ELD, NMSS, IE and Region V, we informed the licensee that there appears to be no basis for objection to the licensee's plan not to interfere with the rally, but that we expected them to be prepared to carry out the requirements of their security plan and emergency plan under all circumstances.
