SUBJECT:

BOARD NOTIFICATION On April 4, 1983, the staff briefed the Commission on the status of Decay Heat Removal studies for CE plants, with emphasis on the need for PORVs in the current CE designs. Since the PORV issue was previously raised by the Waterford board, we believe that the hearing boards associated with CE plants currently without PORVs should be notified of the results of this briefing.

Therefore, I request you provide the boards the two enclosures which summarize the major results of the briefing and the followup staff action.

The staff briefed the Commission on decay heat removal systems in CE plants and recommended that PORVs be required on such plants.

The Commission requested that

1.

the staff accelerate their study of the feasibility, costs, operational impacts and net benefits of back fitting a controlled depressurization capability (e.g.,

PORVs) into an already constructed PWR for completion in the same time frame as the CE Owners' Group Study; and

2.

the staff solicit and address ACRS views on the issue before reporting back to the Commission.
