SUBJECT:

VISIT TO REGION V OFFICE BY LICENSEE CONSULTANT (MANAGEMENT ANALYSIS COMPANY) REPRESENTATIVE On April 4, 1983, Mr. Gordon Beer of Management Analysis Company (MAC) visited the Region V office in Walnut Creek, CA. MAC has been retained by the licensee, Southern California Edison Co. (SCE), to evaluate the overall management effectiveness of SCE with regard to the Company's NRC licensed power reactor facilities at San Onofre.

Mr. Beer met for approximately one hour with me during his visit. The purpose of the visit was to discuss recent regulatory performance of the licensee and circumstances which have led to the proposed issuance of.

Subjects discussed included technical details of specific plant equipment and system degradation and malperformance as well as NRC's perception of.

management difficulties over the past approximately two years. In the latter category (management difficulties) symptoms of rapid growth of the licensee's staff (particularly at the San Onofre site), apparent communications problems among organizational units at the site as well as between the site and corporate office staffs, procedural adequacy, and adherence to written procedures were discussed.

Several questions relating to the above areas of the licensee's performance were responded to.

No specific recommendations were made to Mr. Beer regarding actions necessary to improve the licensee's conduct of operations or regulatory performance.
