San Unofre Nuclear Generating Station, Units 2 and 3

SUBJECT:

SUHMARY OF MEETING TO DISCUSS OPERATOR LICENSING On September 14 and 20, 1982, the NRC staff met with SCE to discuss operator:

staffing levels for San Onofre 2 and 3, and licensing of operators for San Onofre 3. Attendees at the meetings are given in Enclosures 1 and 2.

The meetings were held to discuss the SCE request of August 2, 1982 that the NRC staff waive the normally required written and oral tests and grant Reactor Operator (RO) and Senior Reactor Operator (SRO) licenses for Unit 3 to all currently licensed Unit 2 ROs and SROs, respectively. At the September 14, 1982 meeting, SCE indicated that the scheduled Unit 3 fuel load date is being changed to November 15, 1982. At that meeting the staff stated that it would waive the written exams but would require all Unit 3 RO and SRO candidates to pass a NRC staff administered oral examination.

The staff indicated that the oral exaiinations would be scheduled for the first week in Noveiber.

At both meetings the proposed RO and SRO staffing levels were discussed.

SCE indicated that at present, there are 19 SROs and 17 ROs licendsed to operate Unit 2.

Also, an additional 10 RO candiates will be put up for written and oral examination in late November, 1982.

At this time Unit 2 is in startup testing (5% power was exceeded on September 17, 1982) and Unit 3 is in pre-core loading testing.

The two units are currently being manned with 5 shifts, each shift consisting of 4 ROs and 2 SROs.

Of the 4 ROs, two are assigned to Unit 2, one to Unit 3, and one to common systems.

The two SROs are both assigned to both units.

For a 5 shift rotation, this staffing level requires 20 ROs and 10 SROs. The current staffing plan has 2 SROs functioning as R0s, for a total of 19 ROs on shift (one short of the 20 that would be required for 5 shifts of 4).

Of the remaining 17 SROs three are performing managerial functions, three are assisting in the control of plant equipment and procedures, and one is functioning as a training instruc tor. The remaining 10 :)ROs are on shift (5 shifts of 2).

-2 SCE is proposing to continue operations after Unit 3 fuel loading with the present shift staffing level.

This would require that the RC staff issue dual licenses to all SRO's. SCE plans to augment their operator staff to some extent when the RO candidates who will be examined in late November 1982 become available. Eventually, by 1984, the SCE plan is to have six shifts of 3 SROs and 5 ROs for Units 2 and 3. At that point, dual licenses could be limited to 6 SROs who function as shift supervisors.

The NRC staff indicated that it is concerned that the minimum staffing level planned by SCE occurs at the time when the most operator activity is required, i.e., when both Units 2 and 3 are in the startup testing phase. The staff suggested that a staffing level of 3 SROs and 4 ROs is more appropriate during the time when both units are starting up. The staff stated that this staffing level would be acceptable if SCE could achieve it prior to criticality of Unit 3. Unit 3 criticality is currently scheduled about mid-February, 1983.

The staff also suggested that within the 3 SRO plus 4 RO staffing, one SRO and 2 ROs should be assigned to each unit for at least a week at a time and preferably one shift rotation period.

At the conclusion of the meeting SCE indicated that they would consider the staff suggestion and respond by letter in about 2 weeks.
