Docket Nos. 50-361 and 50-362 San Onofre Nuclear Generating Station Units 2 and 3 On May 14, 1982, the Atomic Safety and Licensing Board (ALSB) for San Onofre Nuclear Generating Station, Units 2 and 3 (SONGS 2&3) issued its Initial Decision. Subject to conditions set forth in the decision, the ASLB authorized the Nuclear Regulatory Commission (NRC) to issue an operating license for full power operation for SONGS 2&3.

One such condition of the ASLB decision requires NRC staff confirmation that the "extended" EPZ concept has been deleted from the San Onofre onsite and offsite emergency response plans. The purpose of this letter is to provide the NRC with revised plans to satisfy this condition.

Accordingly, 3 copies of the (onsite) Emergency Plan and the Offsite Emergency Response Plans (3 Books) are enclosed with this letter. Sixty (60) copies are being forwarded to the NRC under separate cover.

The (onsite) Emergency Plan was previously submitted to the NRC with Amendment No. 28 to the FSAR by letter from R. Dietch to you dated January 26, 1982. The entire plan (except tabs), as previously submitted, should be removed from the binder, discarded and replaced with the (onsite) Emergency Plan enclosed.

Likewise, the Offsite Emergency Response Plans were previously submitted to the NRC by the above referenced letter to you dated January 26, 1982. The revised Offsite Emergency Response Plans are much larger and will no longer fit in a single binder. Therefore, the previous plans should be removed from the binder, discarded and replaced with the enclosed unbound portion of the plans.

The remainder of the plans are included in the enclosed binders identified as Book II and Book III.

Mr. Frank Miraglia July 8, 1982 All of the revised plans have been changed to delete all reference to an "extended" EPZ as requested by the ASLB. In addition, other changes have been made to update the plans in accordance with current commitments.

Upon examination of the enclosed plans, the staff will be able to confirm to the ASLB that the "extended" EPZ concept has been deleted from the San Onofre onsite and offsite emergency response plans.
