SUBJECT:
SUMMARY
OF MEETING TO DISCUSS NATURAL CIRCULATION TEST PROGRAM On May 20, 1982, members of the NRC staff met in Bethesda, Maryland, with the licensees to discuss the natural circulation tests to be conducted during startup testing at San Onofte.Unit 2. Attendees at the meeting are given in Enclosure 1. The meeting agenda is given in Enclosure 2.
Slides presented at the meeting by the licensees are given in Enclosure 3.
At the meeting, the licensee indicated that the "A" series of tests will be conducted in mid-June, 1982, at a power level of approximately 3%. The "B" series tests will be conducted later, at power levels of 20 to 80%.
There was considerable discussion at the meeting regarding whether or not the proposed tests will demonstrate that the plant meets the requirements of Branch Technical Position RSB 5-1, "Design Requirements of the Residual Heat Removal System."
At thd meeting, the staff provided the licensee with a staff position paper on RSB 5-1 tests which has been transmitted to other licensees (see Enclosure 4).
At the con' lusion of the meeting, the licensee agreed to provide the staff with a letter showing how their pro posed test program meets the requirements of BTP 5-1.
