SUBJECT:

Summary of Meeting to Discuss AFW Pump Motor Bearing Environmental Qualification On May 24, 1982, members of the NRC staff met with the San Onofre 2 licensees to discuss the above subject. Attendees at the meeting are given in Enclosure 1.

At the meeting, the licensees indicated that the AFW pump motor bearings had recently experienced failure for unknown reasons. These bearings are cast iron, and are qualified for the accident environment. This environment is an ambient temperature of 302 F and a pressure of 2.75 psig in the AFW pump room. This environment results from a break in the steam 11ee supplying steam to the funbine-driven AFW pump, which is located in the same room as the electric motor-driven AFW pumps.

The licensee stated that efforts were underway 4o determine the cause of the motor bearing failure, and to correct the problem. In the mean time, the cast iron bearings babe been replaced with Babbitt-metal bearings, in order to continue the startup test program.

The Babbitt bearings would experience a temperature of 363 F during the above-described steam line break, which is about 60 F above their maximum allowable temperature. After June 30, 1982, operation of San Onofre 2 with the unqualified Babbitt bearings is prohibited by license condition 2.c(5)a, which requires compliance with the requirements of NUREG-0588 by June 30, 1982.

At the meeting, the licensee indicated that they are considering requesting relief from the requirements of the license condition, for the AFW ppmp motor bearings, for a limited period of time while the problem with the qualified bearings is evaluated and corrected. Plant operation for a short period, such as 30 days, with unqualified bearings, would be jestified on the basis of the low probability of occurence of a break in the pipe in question. The probability argument is based on several factors, includdigg:

5. Power would not have -exceeded 50% duning the p~riod in question At the conclusion of the meeting, the licensee indicated thatithe information presented in the meeting would be submitted by letter in the near future.

The staff suggested that a follow-up meeting be scheduled about a week before June 30, 1982, to discuss any additional information available at that time on the cause of the problem with the cast iron bearings, and the possible corrective measures to be taken, and the schedule for them.
