SUMMARY

OF MEETING TO DISCUSS TENDON SURVEILLANCE On May 7, 1982, members of the NRC staff met with SCE and Bechtel (BPC) in Bethesda, Maryland to discuss surveillance of the San Onofre 2 and 3 containment tendons. Attendees at the meeting are given in Enclosure 1.

The meeting agenda is given in Enclosure 2. During the introductory discussion, SCE stated that their objective in requesting the meeting was to present to the staff their approach to meeting condition 2.c.(4) of the San Onofre Unit 2 operating license, which requires SCE to provide for NRC approval and to implement, within 3 years of the date of issuance of the license, a tendon surveillance program which will meet the guidelines of Regulatory Guides 1.35 and 1.35.1.

First Year Tendon Surveillance - Unit 2 SCE summarized the recently completed (February 1982) first year tendon surveillance conducted at San Onofre 2. The slides used in this presentation are given in Enclosure 3. This surveillance was conducted about 3 1/2 years after the initial tendon tensioning and initial tendon liftoff force measurement. Based on the 1st year surveillance results, SCE concluded that the tendons are functioning properly, liftoff forces are slightly greater than expected, the tendons, anchors, and associated hardware look good, there has been no additional corrosion since installation, and the laboratory testing of tendon properties gave positive results.

Overall Tendon Surveillance Bechtel described the approach proposed to meet the San Onofre 2 license condition on tendon surveillance. The slides used in this presentation are given in Enclosure 4. The proposed acceptance criteria for liftoff force are:

1. The liftoff force for each tendon tested shall be above the lower bound value.
2. The average of the fiftoff forces for all tendons tested shall be above the design prestress value.

These criteria would allow one or more tendons to be above the lower bound value but below the design value, for tendons where the lower bound value falls below the design value during the lifetime of the plant. SCE and Bechtel stated that this meets the requirements of the regulatory guides referenced 'in the license condition. Further, they stated that a tendon falling below the design value does not compromise safety because analyses have shown that if a tendon fails totally, the load-bearing capabilities of the containment would be reduced by only 6%, and the design conservatism of the containment is greater than 6%.

The staff agreed to consider the proposal and it was agreed that there would be a conference call to discuss the issue further in a few weeks.

At this point SCE distributed a draft report summarizing their proposed tendon surveillance program (See Enclosure 5).

Other Agenda Items Also discussed at the meetin were proposed revisions to the tendon surveillance technical specifications, and the Structural Integrity Test/Integrated Leak Rate Test conducted for both Units 2 and 3. The SIT/ILRT results generally showed that the measured containment displacements, at an internal test pressure of 69 psi, were within 5% to 20% of the predicted values.
