SUMMARY
OF MEETINGS TO DISCUSS SRO EXAMINATIONS AND TRAINING On Govember 10, 1981 and December 4, 1981, members of the NRC staff met with the applicants' representatives in Bethesda, Maryland, to discuss the recent examinations for San Onofre 2 Senior Reactor Operators, the reasons for the test results, and SCE plans for additional training and re-testing. Attendees at the meetingssare given in Enclosure 1.
At the November 10, 1981 meeting, the results of the recent San Onofre 2 SRO examinations were discussed with SCE, and it was determined that scores on two parts of the written examination were particularly low, which contributed significantly to 16 of 18 candidates failing the exam. The two parts which most candidates failed were Category K, Specific Operating Characteristics, and M, Administrative Procedures, Conditions and and Limitations. At the Novem ber 10, 1981 meeting, the staff indicated that it wants to review the additional training to be given the SRO candidates prior to re-examining them.
The staff also indicated that it would review its policy whereby simulator testing of the San Onofre 2 SRO candidates was waived.
At the December 4, 1981 meeting, the agenda items given in Enclosure 2 were discussed. Enclosure 3 summarizes the results 6f=SCE (and their contractors) review oftthe SRO examinations, the areas of deficiency of the candidates and the SCE training program, the likely causes and contributing factors, and the remedial program. They proposed to have SCE stated that 15 SRO candidates re-examined. 12 of these failed the written SRO exam given in October 1981, a and 3 did not take the SRO exam, but passed the RO exam given in October 1981.
Of the 12 candidates who failed the written exam, 10 passed the oral SRO exam given in October 1981. The 15 progosed SRO candidates are currently in training, and will take an SCE-prepared audit exam on December 23, 1981. The additional training program will be completed on January 15, 1981. SCE proposes that the NRC SRO exam be given to the 15 candidates beginning on January 21, 1982. Also presented by SCE at the December 4, 1981 meeting were a summary of the changes SCE plans to make to the long-term SRO training program, and a discussion of the disadvantages of donducting simulator tests on the 15 CR6 candidates. The principal disadvantage is the fact that the only available simulator is at the CE-Windsor facility, and it simulates the Calvert cliffs plant and control room. - 1. Disadvantafgs of simulator testing the 15 SRO candidates scheduled for re-examination in January 1981.
- 2. Description of the remedial training program being given the 15 SRO candidates.
- 3. Description of the upgraded long-tenn SRO Training Program..
