WHouston This is to acknowledge your letter of June 19, 1981, which provided comments on the Final Environmental Statement for San Onofre Nuclear Generating Station, Units 2 & 3 issued in early May 1981.
With respect to your comments regarding emergency planning, you correctly indicate that remedial actions are being taken to correct deficiencies noted by the Federal Emergency Management Agency (FEMA) during the May 13, 1981.
exercise. It is our understanding that FEMA will examine the actions taken and again evaluate the state of emergency preparedness at the San Onofre facility. We would note that we view emergency preparedness as a health and safety issue and consequently present our findings in a Safety Evaluation Report rather than in an Environmenta.l Statement. Your comments on emergency planning characterize the current status for the San Onofre Station. Correc tive actions by the utility and by local governments are under review.
With respect to your comments on accident analysis, specific comments were not identified. We are prepared to meet with EPA Regional or Headquarters staff when your position-and specific comments on NRC's accident analysis are fully developed.
