Docket Nos. 50-361 and 50-362 San Onofre Nuclear Generating Station Units 2 and 3 Enclosed are two copies of the archaeological site location maps requested by telephone by Mr. Oliver Lynch, Jr.
In the report previously submitted to the NRC by letter dated March 16, 1979, SCE's consultant, Cultural Systems Research, Incorporated, recognized the potential for a number of archaeological sites shown on these maps to be nominated to the National Register of Historic Places.
Insofar as the Historic Preservation Act of 1966 authorizes the Secretary of the Interior:
"to withhold from disclosure to the public, information relating to the location of sites or objects listed on the National Register whenever he determines that the disclosure of specific information would create a risk of destruction or harm to such sites or objects." (Section 101.a.4) it appears prudent for any governmental agency, such as the NRC, to extend the same protection to sites potentially eligible for Register listing.
In any event, the Applicants would recommend that the NRC should consult with the Secretary prior to releasing this information, in order to avoid viola ting the terms of the Act and jeopardizing the integrity of irreplaceable cultural resources.

-2 It may furthermore be noted that U.S. Senate Bill 490, now under legislative consideration, amends the Freedom of Information Act (or any other provision of law) to prevent sensitive archaeological site location data from being made available to the general public.
In view of this, SCE reiterates that the enclosed maps should not be placed in any public document room.
