The Draft Environmental Statement was prepared by my staff in accordance with the statement of general policy and procedure on implementation of the National Environmental Policy Act of 1969, as set forth in the Commission's regulations, 10 CFR Part 51.
The state ment has today been sent to the Environmental Protection Agency and notice of its availability is being forwarded to the Office of the Federal Register for publication.
Comments will be due within 45 days after publication in the Federal Register of the Environmental Protection Agency's listing notifying the public of issuance of the impact statement.

- 2. Native American Culture Survey:
Since the San Onofre - Santiago Tap and San Onofre Talega Substation are transmission corridors which were not evaluated by the NRC staff at the Construction Permit Stage, these corridors must be surveyed to identify and assess any.cultural properties of importance of concern to the local Native Americans.
- 3. Egorts:
Reports on these surveys should be submitted to the NRC staff indicating any archaeological, historical or Native American cultural findings. The reports should be sufficiently detailed to indicate the physical extent of the survey, a brief description of the survey techniques used and the rationale for their selection, the qualifications of the surveyors, the findings of the survey, and comments of any organizations contacted. Descriptions should be provided of all properties within the transmission line routes.

Please inform us within seven days of your receipt of this letter if you can meet this schedule or provide us with an alternate date for submittal so that we may reschedule our review.
